• Step 1:  Press Windows + I to open Settings.
• Step 2: Select Update & Security then go to Delivery Optimization.
• Step 3: Switch off the toggle next to Allow downloads from other PCs then close Settings.
• Step 4: Go to Search bar, type control panel then hit Enter to open Control Panel.
• Step 5: Select Administrative Tools, double-click Disk Cleanup then select “C: disk”. Proceed to check the checkboxes beside the files you want to clean up including Delivery Optimization files. Finally, hit OK to confirm your action then wait till the cleanup completes.  

Note: It’s possible to disable  Delivery Optimization via Registry Editor as well. 

• Step 1: Go to Search bar, type Regedit and click Run as administrator.
• Step 2: Before interfering with anything, create a backup of Registry files. To create a backup, click File, choose Export then save the backup in a safe location.
• Step 3: Navigate to the left panel then click the arrow next to HKEY_LOCAL_MACHINE.
• Step 4: Double-click SYSTEM then go through the following directory: CurrentControlSet\Services\DoSvc
• Step 5: Navigate to the right panel then double click Start to modify. Next, change the value to 4 then click OK to save changes. Last but not least, close Registry Editor then restart your computer.

Apply Changes Via Local Group Policy Editor

• Step 1: Press the Window key + S to open Search, type gpedit.msc then hit Enter to open Local Group Policy Editor.
• Step 2: Hit the arrow next to Computer Configuration then navigate to the following directory: Administrative Templates > Windows Components > Delivery Optimization.
• Step 3: Go to the right panel then double-click Download mode.
• Step 4: Check mark Enabled, go to the “Download Mode” dropdown menu and select Simple (99).
• Step 5: Select Apply then choose OK.
• Step 6: Back to Local Group Policy Editor, hit the arrow next to Computer Configuration then navigate to the following directory: Administrative Templates > Network > Background Intelligent Transfer Service (BITS).
• Step 7: Right-click Limit the maximum network bandwidth for BITS background transfers then hit Edit.
• Step 8: Checkmark Enabled then adjust the value in the Limit background transfer rate (Kbps) box to 10.
• Step 9: Select Apply then choose OK.
• Step 10: Restart your computer.

Rules

• Enable metered connection only if you have limited data plans.
• Set Delivery Optimization to download updates from PCs on your local network.
• Whenever you experience network connection problems, you should restart the router at the earliest opportunity.

Are There Any Side Effects Of Disabling Delivery Optimization?

Disabling or deleting the Delivery Optimization on your computer does not cause any harm. The only thing that will be affected is the Windows update speed. Then again, there is no need to delete or disable Delivery Optimization when your PC is running smoothly.
